Chile's Atypical Despot
Minister of Foreign Affairs of Peru Fernando De Tarasegni's official visit to Russia which begins on Tuesday is political in character and is designed to impart a new important impulse to relations with Russia, Peruvian Ambassador to Russia Domingo Da Fieno told Itar-Tass. This, the first visit in the history of relations between Peru and Russia, is due to expand and strengthen the legal and agreement base of bilateral relations, the Ambassador said. Until now, the entire complex of relations between Moscow and Lima has been built on the basis of treaties and agreements signed with the former Soviet union, and it is time to renew and intensify them, the Ambassador said. According to Domingo da Fieno contacts between the two countries have already become more intensive on the official level lately. He recalled in this connection that the heads of parliaments of the two countries exchanged visits this year. The chairman of the Peruvian Constitutional court and Director of the Peruvian institute of Atomic energy have paid visits to Moscow. Commenting on the state of bilateral trade and economic relations, the Ambassador stressed that their level is below the level of our countries' potentialities and is currently valued at 73 million dollars. He noted at the same time that good prospects exist for the establishment of enterprises with mixed capital. For example, a number of Russian firms have invested in oil prospecting and in the mining industry of Peru. The total volume of Russian investments in the Peruvian economy has reached some 50 million dollars. The Ambassador noted that the two countries maintain contacts in the field of military-technical cooperation. "Our ties in this field are quite close and long-standing," he said. "The equipment which was delivered to Peru in the Soviet era is in need of spares, and this is why our contacts have never been interrupted."
